Wyoming Rep. “Slaughterhouse” Sue Wallis endorses gambling with Truck Raffle

Houston – (SFHH)  Wyoming Representative Sue Wallis has issued an official endorsement of gambling (see below) through her questionable nonprofit 501c (3) organization, United Organizations of the Horse.  Rep. Wallis also implicates another alleged 501c (3) nonprofit, the Horseman’s Front, in this plan to generate funds for organizations that are in possible violation of IRS 501c (3) nonprofit requirements.

A visit to either of the organization’s websites indicates that both groups are actively engaged in lobbying efforts, right down to authoring legislation, to further their personal agendas to bring back the predatory and inhumane industry of horse slaughter to the United States.  IRS law clearly states that only 15% of a nonprofit’s time and expenditures can be spent on lobbying purposes and the purpose must not be aimed at furthering the cause of any one individual or associated businesses, see below:

To be tax-exempt under section 501(c)(3) of the Internal Revenue Code, an organization must be organized and operated exclusively for exempt purposes set forth in section 501(c)(3), and none of its earnings may inure to any private shareholder or individual. In addition, it may not be an action organization, i.e., it may not attempt to influence legislation as a substantial part of its activities and it may not participate in any campaign activity for or against political candidates.

Organizations described in section 501(c)(3) are commonly referred to as charitable organizations. Organizations described in section 501(c)(3), other than testing for public safety organizations, are eligible to receive tax-deductible contributions in accordance with Code section 170.

The organization must not be organized or operated for the benefit of private interests, and no part of a section 501(c)(3) organization’s net earnings may inure to the benefit of any private shareholder or individual. If the organization engages in an excess benefit transaction with a person having substantial influence over the organization, an excise tax may be imposed on the person and any organization managers agreeing to the transaction.

The intent of David Duquette’s “Horseman’s Front” is glaringly obvious as he and his associates own horse breeding operations and rather than be responsible and control horse breeding on the front end they prefer to manage it on the backside by throwing their “unwanted” horses onto the slaughter pile so as to maintain higher prices for their equine commodity.

Rep. Wallis’ motives and issues were clearly defined in the Editorial “What Sue Wallis’ proposed HORSE ACT of 2009 Really Means for Horses” written by equine welfare advocate Vicki Tobin.

What remains unclear is how Rep. Wallis’ actions and activities will reflect upon her political  credibility and long term viability within her home state of Wyoming.

The wheels have been turning folks! A couple weeks ago a fund raising idea transpired and it has become a reality. The United Horsemen’s Front, (our 501(c)(3) nonprofit), is raffling off a truck at the National Finals Rodeo in two weeks!

Thanks to Chapman Dodge Chrysler Jeep Las Vegas, a 2009 Dodge 4WD 2500SLT Short Bed pickup will be at the rodeo.

A group of us plan to be there to help promote the raffle and our mission. No more than 2,000 tickets will be sold. At $100 per raffle ticket, we should be able to raise some substantial funds.   1. slaughterhouse sue…the REAL horse problem…..the evil, sleazy boogeyman of every horse’s nightmare. she has shown that she has no compassion and no ethics so i certainly wouldn’t think that she would be operating within the law either. an evil woman, that sue!

  2. Wyoming State Rep. is clearly breaking her own state laws.

    Wyoming State Rep. Sue Wallis is soliciting the sales of raffle tickets from her Wyoming based alleged 501c (3) non-profit, United Organizations for the Horse, in clear violation of her own state laws. The raffle is to be held in Neveda and is likewise supported by the United Horseman’s Front from Oregon.

    Wyoming law states the following:

    6-7-101.Definitions.

    (a) As used in this article:

    (i) “Calcutta wagering” means wagering on the outcome of amateur contests, cutter horse racing, dog sled racing, professional rodeo events or professional golf tournament in which those who wager bid at auction for the exclusive right to “purchase” or wager upon a particular contestant or entrant in the event and when the outcome of the event has been decided the total wagers comprising the pool, less a percentage “take-out” by the event’s sponsor, is distributed to those who “purchased” or wagered upon the winning contestants or entrants;

    (ii) “Gain” means the direct realization of winnings;

    (iii) “Gambling” means risking any property for gain contingent in whole or in part upon lot, chance, the operation of a gambling device or the happening or outcome of an event, including a sporting event, over which the person taking a risk has no control, but does not include:

    (A) Bona fide contests of skill, speed, strength or endurance in which awards are made only to entrants or the owners of entries;

    (B) Bona fide business transactions which are valid under the law of contracts;

    (C) Other acts or transactions now or hereafter expressly authorized by law;

    (D) Raffles or bingo conducted, or pull tabs sold, by charitable or nonprofit organizations where the tickets for the raffle or bingo are “sold only in this state” and the pull tabs are “sold only on the premises owned or occupied by the charitable or nonprofit organization”;

    Did you catch the part about “sold only in this state” and “on the premises owned or occupied by the charitable or nonprofit organization?

    Likewise, the United Horsman’s Front would have to apply for and receive a gaming application from the State of Oregon Justice Department and it is all but certain that they have not done so, either:

  3. We’ve got to fight the DOI/BLM as well as the welfare ranchers (Sue’s bunch) who met with the BLM recently and want to slaughter our wild horses. They only supply 3% of the “bloody beef” anyway. Michael’s right about eating it IMO too.

We have got to demand a moratorium on roundups and that the wild horses in holding not be killed or sent East. An independaent count must be made and the 19 million acres taken from the horses must be returned to them .   5. R.T.: So Slaughter Sue is not only in violation of 501(c)3 constraints via IRS regulatory guidelines, but she also may be in violation of “across state lines” commerce and gambling regs? Not that I like giving the bad guys a heads up on a public forum.

    Let’s see if the Feds pickup on this. Crap, they couldn’t stop Madoff with 10+ years of whistleblowing for God’s Sake. I am fed up with my trusted “public servants”…pun intended.

  7. Thanks everyone for all the work your doing to help the wild mustangs of the west.
    Mondays are my days to go out and feed the horses organic carrots with green leafy tops at the BLM prison near Pyramid Lake just north of Reno. This concentration camp has much in common with the ones of Germany’s past; there awful places.

    I have found that the reason for the BLM’s mustang eradication program is simply the agribusiness of beef. But what can we do? I believe it most difficult if not futile to fight city hall, be it the federal government, BLM, or even the power of the cattle industry, but also think there is something each of us can do. By simply boycotting beef, or choosing wisely what we eat, that pressure collectively, an economic sanction, will make room for the mustangs on our public lands again. There are over 500,000 cattle grazing in Nevada with only 15,000 horses, it’s all about the beef and we don’t have to eat it anymore. It will set the horses free.

    To help preserve the west, nature, the wild, the mustangs, as well as ourselves, Please don’t eat the bloody beef.

  8. MJA says there are only 15,ooo wild horses in Nevada, the BLM say 33,000 and an independant survey using GOOGLE Earth said they counted over 60,000. I think I will beleive the independant survey.

    • Tommie, Tommie, Tommie! You’re starting to worry me now. You’re not only parroting propaganda, you’re not even able to read the comments here correctly. MJA said there were 15,000 wild horses in total, not in NEVADA. On to the “independent” survey using Google Earth. GOOGLE EARTH!?

      I’ve been laughing hysterically about this ever since I saw it in an article from your buddies at United Organizations of the Horse – Eaters that was published in my newsletter from the Indiana Horse Council. Did you write that one too? Have you ever actually USED Google Earth? The images are not in real time. In fact they are from 1 to 3 years old! Got that straight from Google. How can you count anything from old, still images? Tiny little dots? How do you know those aren’t trees – or cattle??

      I’ve got a Google Earth shot of my place, and I can’t even distinguish my OWN horses in it. Puh-leeze!
